Allow initial pro-rata billing for a new service on existing contract

Adding a new product/line item to an existing contract (e.g. a different 365 SKU) with the same renewal date as the existing line items, at the moment doesn’t pro-rate initial period. It should pro-rata the charge from the date added to the renewal date automatically
