Non-English Characters in File Attachment Names

Hi, we sometimes deal with people who use non-standard characters in their work, including their names. When we attach a file to a response to them, it changes the file name to allcaps, which is fine, but it will remove non-standard characters, e.g. é or 里. Can we have it just leave the characters where they are in instead?
