Require Checklist Completion Before Closing Tickets

We already have checklists in tickets, but at the moment tickets can still be closed even if some checklist items aren’t completed.

Can we update this so that:

• A ticket can’t be closed unless all checklist items are ticked off

• If someone tries to close a ticket with incomplete checklist items, they get prompted to complete them first
