Shortcut Action - Send Comment as Third Party Conversation

Very minor request, but the ability to create a ticket shortcut that would send a message as a third party conversation would be great :)

For example, when we receive on-boarding requests from our clients HR departments, we like to create a quick third party convo from a template to send a Welcome email to the new user introducing ourselves as their IT support, and giving them some basic getting started guides. Currently, we can only set this as Public or Private comments.
