✨ Allow retaining start time to be ahead of end time in time entries

When the user enters a start time that is ahead of the end time, it's wiped. We need to retain it. It's possible that the user was about to adjust the end time next. If the user mistakenly enters a start time ahead of end time and tries to submit, we can block submission and highlight the issue.
